Free school meals for all children?

Free school meals are now provided for early years Scottish school children. I wonder if it is a coincidence that support teaching staff, classroom assistants and supplies have been drastically cut at the same time. Smaller classes promises have been forgotten. If all school children had free meals, what other aspect of your children's education would suffer from the transfer of funds?
