Marrage of non eu person to irish man

I know someone who is marrying a non eu lady .They met on e net .He met her for the first time in march in Hongkong she is a philaphono.He is marrying her on 20 may in her country.He has aspergers.He has no job & is on da .How can I found out if he is been used as a means of her getting citizinship of eu.He is a family member .Need help quick .Could I find out if he is been paid(I dont think he is)says he loves her .We know nothing about her & it is happening so quick
